are they hosted by oil company, service company, students, general public or illegal software vendors

They boasted that they are government certified, are they? If so, what do "certified" mean?

If they are legal as it is 'following the law", why they are so open about copy right violation. Did china issue a law prohibiting any illegal activities, such political, social (adult material), and copyright violation?
