好像一直都是这样吧。 外企在国内不能直接招本地员工的。 人事关系都在fesco， 中智这样的政府公司。

人事档案之类的必须在FESCO之类的那些公司，但是可以和它的中国公司签合同是完全没问题的。

If that is that is the case, it is an outsourcing company. It is a legit business model. Chevron in this case outsourced the HR functions to the locals who has a better understanding of the culture and practice. As long as they do business in transparency and Chevron bears all the fees charged by FESCO and the newhires have the equal access to training and career opportunities as other Chevron employees, then it should be OK.

雪佛龙在中国招的员工确实是跟FESCO或者中智签约，据我所知，没有一个外企在中国可以独立招聘而不通过FESCO或者中智，如果不通过FESCO或者中智，你的户口怎么办？

即便是通过FESCO或者中智，招聘的人也分员工和合同工。待遇和发展不一样。Chevron 在成都和南坝招聘的大多是合同工（Contractor）

Chevron在中国的发展很好，四川项目有所滞后，但原因很多。其他方面的业务也在发展，如Deepwater，shale gas。
