if you have access to Petrel, you can start with Petrel builtin rock model, then adjust it by history matching.

When you start the building process, you may not have every information on hand, but you must have a general concept and firm goal.
1st, define what is the model for.
A. a wildcat exploration prospect.
B. a concept design to appraise the field
C. a concept design to develop the field
D. a drill on paper excercise to evaluate a drilling target or well path
E. a concept design for logistic planning
F. an EOR excercise
G. a revitalization project
H. a disposition excercise.
I list the usage of the model on maturity of the field. As the field mature, more data will be firm and your model should reflect the same. At early life of the model, there are a lot of uncertainty and not much contstraints. Therefore your model should be constructed with highier degree of flexiblity.
Using OP question as example, If I'm doing a model for A. it would not be possible to have lab data. Instead of a relative perm table from my previous model, I would use Corley correlation, I would use analog field to set up my Corley correlation. I would tune my rock model when the lab data or enough production data are available. Same for the fluid model. Only when the field matured and enough field data to firm up the rock and fluid model, I would switch to table.
