several issues:
1. landowner may not allow drilling the water well
2. compensation for the water usage
3. reliability of the source.
so at the end of the day, if you can't 100% sure the deliverability of the water, you shouldn't spud the well.

可以考虑用空气钻进工艺，速度快、效率高，300米2天搞定！饮用水自带就OK了！
Air drilling has too many technical issues, it only good for shallow wells with known formation pressure.
