I do not think it is open. we usually download dissertations from "http://search.proquest.com/pqdtft/advanced?accountid=44289"

For petroleum engineering, the dissertations and thesis are open for share on their own website, http://mpge.ou.edu/r...rch/thesis.html

thanks a lot, I borrow the thesis thru Rice library. your second link will save me time in the future. I don't have to drive across town to pick up/return
