where did you get the idea that UH PE is "发展不起来"?
BTW, Houston is not just 石油, if you haven't done your research, please read

There is only one faculty in petroleum engineering program in UH..Others are adjunct facutly....It doesn't offer PHD degree in petroleum engineering in UH
Maybe the program has the potential to be developed but is very weak now

But have you checked the Chemical Engineering,Mechanical Engineering & Civil Engineering. These are the traditional source for college new hires for PE.
Also, there is one advantage of UH PE program that other schools lack. The UH graduate program targets the working professionals, therefore it offer the best networking experience.
BTW, in US, adjunct faculty members are not less qualified than full tenture professors. They can still be PhD students advisors.
One more thing you also need to know, for US citizens, a PhD degree in PE does not give them significant advantage regarding career development. In fact, in some cases, a PE PhD degree limits their career choices.

(1) UT, TAMU, OU, PSU and MST are all hiring, which have established Ph.D program. How this would impact UH's effort?
(2) Why after years of hiring, the first faculty -- its current director -- was a geophysicist rather than a petrophysicist or petroleum engineer at all? Are there any politics or other issues?
(3) I was told that UH sent a couple of offers earlier this year -- I think they were Drs. Ayala and Zuleima at PSU but it seems that both finally chose to stay (and I think their intention was to find backup for tenure). Why?
(4) My friend told me that the current ChE department head was not nice at all. The hiring has been a mess in the past, i.e., they hired 5 junior faculty in ChE in the past 2 years while advising so much later and seemingly in a smaller scale. Is that true that the budget for PE professors was utilized first or what?
Conclusion: Is the department really wanting to hire recently AT ALL, or just a posture?
