one can either increse the rolling damping or the restoring in order to lower down the roll amplitude.
Anti-rolling free surface tanks can provide significant damping when the natural frequency of the tank is close to the natural frequency of the roll motion. However, the drawback is the destablizing effect when the natural frequency of the sloshing tank is clearly lower.
Personally, i prefer to increase the restoring. An exmaple is to add some large-volume buoys on the hull sides.

Not so complex for engineering when using passive anti heeling tank, only some tricks to control the flow rates. This concept has been used by many container vessels.
For bouys, it would almost useless if not big enough and would be impossible to find that big ones in the market.

May i ask what is the trick when controling the flow rate? I have seen people controlling the anti-rolling u-tube tanks by latching the water. This however does not apply for free-surface tanks.
