$5/bbl is likely to be operating expense, in some optimal locations (maybe mideast). In U.S., I can not think of any location having such low OPEX.

If you consider the exploration cost, loyalty, tax, count those failed projects in, the cost may fall in $30~$80 range, or even higher.
