美众院解除近海石油开采禁令 布什将否决

华盛顿９月１６日电 美国众议院１６日晚通过一项法案，允许石油公司在征得邻近州政府同意的情况下、在距岸５０英里（８０公里）以外的海域开采石油。
该法案是由在国会中占多数的民主党提出的，表决结果为２３６票赞成、１８９票反对。民主党将其称为朝着能源自主方向迈出的一步，但共和党说这是一个“骗局”，因为据估计，美国近海１８０亿桶石油储量中，约８８％位于距岸５０英里的范围内，而这部分依然被禁止开采。

美国参议院本周晚些时候将就近海石油开采政策进行表决。在参众两院均通过法案、并就两份法案中的差异达成妥协后，最后形成的法案将送交总统批准。

白宫１６日表示，布什总统将否决众议院的这项法案。白宫发表声明说，在美国民众期待真正缓解高油价的影响时，该法案自称开放了美国能源资源，实际上却阻碍了这方面的发展，因为它永久禁止了距岸５０英里内的石油开采，并增加了向大型石油公司征收的税种。

反对人士还指出，根据该法案，沿岸各州无法从石油开采中获得特许权使用费，因此州政府很可能不会批准其附近海域的石油开采。

根据美国近海石油开采禁令，除中、西墨西哥湾和阿拉斯加州沿岸部分水域外，占全美近海水域８５％的大西洋、太平洋和佛罗里达州东墨西哥湾水域均不允许石油开采。

美国有关近海石油开采禁令共有两个，一是美国政府颁布的行政禁令，一是国会的法律禁令。国会的法律禁令于１９８１年颁布，此后每年经重审延期，目前已连续维持２７年之久；美国政府的行政禁令始于１９９０年，已在今年７月１４日被宣布解除。只有这两个禁令都被解除，并征得沿岸各州政府的同意，石油公司方可在美国近海开采石油。

Too often each party trying to grand-stand the other and nothing get done.

No doubt, there are huge potential in these area. However, I rather spend my time developing sub-salt and pre-salt plays in LA & TX area. The sub-salt play is the hottest trend in GoM but I strongly believe the pre-salt plays which proved by petrobras will be hotter than sub-salt.

The hydrocarbons bearing trap was formed before the salt mirgration. I was told that the Campos field may require $70 billion and 20 years to develop. To tie up so huge CAPEX for this long period, in any one's book is one risky venture. Until eismic can see thru the massive salt base and drilling technology to deal with the thick salt layers, all major players are waiting for the other guy to be the beach soldier in GoM.
